In the 1990s, Fort Bliss saw enough military units relocated that it became vulnerable to closure under the Base Realignment and Closure (BRAC) process. However, in 2005, Democratic Representative Silvestre Reyes successfully lobbied to keep the base open, recognizing that El Paso’sgrowth and economic future depended on it.
