Our Primary 

Our 2026 Democratic Primary is right around the corner.  We will post information about important dates, candidates who have declared, filing information, and other important items. 

Filing Information

Where do I file? 

The location to file to be on the ballot for the 2026 Democratic Primary will be the El Paso County Democratic Party Office, 1401 Montana Suite E.

You can come in person or mail the application with your fee/petition (if applicable). You can also file via email or fax, but please contact us at 915-600-5040 to ask if you're eligible.

Filing Hours starting November 8th though December 8th:

​

Saturday, November 8, 2025: 
The office will be open from 9:00 am to 2:00 pm 

​

From November 10th-December 5th:
9:00 am to 5:00 pm Monday through Thursday

9:00 am to 1:00 pm on Fridays

Closed Saturday and Sunday. 

 

NOTE: The office will be closed from November 27th to November 28th for the Thanksgiving Holiday

Monday, December 8, 2025: 

The office will be open from 9:00 am to 6:00 pm

For Candidates (Federal, State, and County Level)

Since the filing period is not open, you can only declare that you intend to run for an office during the 2026 Democratic Primary. Also, we will be updating this page with the latest information as we get closer to the filing period.

 

Here are some essential items to know

When Do I File? 

The filing period for the 2026 Democratic Primary will start on November 8, 2025, and end at 6:00 p.m. on December 8, 2025. During this period, you can either pay the filing fee or submit the signatures required to file for the primary. This page will have up-to-the-minute candidates who filed, and you can also find them at the Secretary of State.

What are the filing fees for running? 
You can click here to view the amount of the filing fee for office.

What if I want to do a petition? 
Every candidate is welcome to file though petition instead of filing fees (petition form).  For countywide office, the threshold needed are 500 signatures and for district offices it will vary on the amount of voters.  You should contact the Texas Secretary of State for all rules and regulations on petition signatures.   

 

Is there a period to collect signatures? 
No, you can start collecting now, however, per statue at the time of signing, [The signer] is a registered voter of the territory from which the office sought is elected or has been issued a registration certificate for a registration that will become effective in that territory on or before the date of the applicable election (TX Election Code Sec. 141.063)

Filing Your Campaign Treasurer 

Before accepting contributions or making expenditures, you should file a campaign treasurer. By statute, after you raise or spend $500, you must have a campaign treasurer on file. You can do this at any time. The El Paso County Democratic Party will try to answer any questions; however, you should contact the Texas Ethics Commission for any rules and laws regarding donations, expenditures, reporting, and other items.

When can I file my campaign treasurer 
Anytime! And this should be the first thing you do if you plan on running for office. 

 

If you're running at the County Level (Justice of the Peace, District and County Clerk, County Court at Law, County Judge, Commissioners), in that case, you will file your campaign treasurer report with the El Paso County Elections Department. 

​

If you're running for a State level office (State District Judge, State Representative, State Senator), you will file with the Texas Ethics Commission.

​

For federal candidates, you will need to contact the Federal Election Commission. 

 

Can I be my own Treasurer? 
Yes

 

Do I have to open a new bank account? 
Yes! By statute, you must keep any political money separate from your personal or business bank accounts. Because of this, you will have to create an EIN number with the IRS to open an account.

Are there campaign contribution limits?
There are no campaign contribution limits except for federal and judicial candidates (for which you should contact the Texas Ethics Commission or the Federal Election Commission)

 

Also, you cannot accept any corporate donations (PC and LLCs are fine as long as they are not an IRS-recognized corporation)

What form do I use to file my treasurer's report?

For County and Precinct Chairs

If you want to run for party office, you must also file for office, since both Precinct and County Chairs are elected during the primary.  Here are some essential notes about running for party offices.

Filing Dates:

 

For Precinct Chairs: the filing date will start earlier on Tuesday, September 9th;

 

For County Chair, the filing date will start on November 8th.

 

The deadline is the same for everyone: December 8th at 6:00 p.m.

Do I have to file with the Texas Ethics Commission? 
We believe that if you spend over $500 on your race for Precinct Chair, you will have to file a report with the TEC. You should contact them about the rules for precinct chairs.  

​

COUNTY CHAIR CANDIDATES must file a treasurer's report with the Texas Ethics Commission.

REMEMBER TO TAKE A VALID FORM OF ID WHEN YOU VOTE!

 

REGISTER TO VOTE

Voter registration is simple, but cannot be done online in Texas. We can send you a registration form, or you can print one out and mail it to the El Paso County Elections Department. 

  • To register, you must be 18 or older on Election Day and a U.S. Citizen. You can register two months before your 18th birthday  (17 years and 10 months). â€‹â€‹

VOTING BY MAIL

​Voting by mail (absentee voting) is another safe and secure method to vote; however, you must meet one of the following requirements:

  • Over the age of 65

  • Disabled

  • Expected to give birth within three weeks before or after Election Day

  • Out of the country during early voting and Election Day

  • Confined in jail or involuntary civil commitment

​

The vote-by-mail process is as follows:

  1. Print and fill out the application in English or Spanish.
    We will release the 2026 Annual Application for over 65+ on January 1, 2026
     

  2. Please return it to the El Paso County Election Department via mail (Early Voting Clerk, 500 E. San Antonio Ave., Suite #314, El Paso, Texas 79901), fax (915-546-2220), or email (ballotrequest@epcounty.com). If you fax or email the application, you MUST mail the original within four days. 

    OUR RECOMMENDED DATE TO RETURN THE APPLICATION TO GET THERE IN TIME IS FEBRUARY 13, 2026

    There is a deadline to return the application, not a postmark deadline. 
     

  3. Your ballot will arrive in the mail in a few days. Look for it in your mailbox. If it has not arrived within a week, please call the Elections Department at 915-546-2154. ​

​

Once you receive the envelope, you will open it, and there will be three important items: ​

  • The ballot 

  • The ballot envelope 

  • The return ballot 

​

You will fill out the ballot, and once you've voted for the candidates of your choosing, you will put the ballot in the ballot envelope, which keeps your vote private. Then, you will mail the ballot envelope into the return envelope. While it's not required, we recommend placing two first-class stamps on the return envelope to ensure it is sent.

The ballot MUST be at the Elections department by 7:00 p.m. on Election Day! Please do not delay mailing your ballot because it might not arrive in time.

Vote by Mail FAQs​

What happens if I want to vote in person instead OR it's almost Election Day and the ballot has not arrived, OR it's Monday before Election Day and I still haven't mailed it: â€‹

  • You can still vote in person regardless of applying for a ballot by mail! If you have the ballot and have not filled it out, you can return the unused ballot to the election judge during early voting or on Election Day and vote.   
     

  • If you don't have it or it never arrived, you can still vote, too! The Election Judge should allow you to fill out a provisional ballot, which will not be opened until after the election. If the judge does not allow you to fill out the provisional ballot, please get in touch with the Elections Department immediately at (915) 546-2154.
     

  • If you filled out the ballot but it's too late to mail it, you can return it to the elections department! You must personally return the ballot on Election Day at the county courthouse. Unfortunately, you cannot ask a friend or family member to return it for you; you must do it yourself. ​ Please call (915) 546-2154 for more information.

VOTER ID

In Texas, you must have a qualified ID to vote; however, not having one does not completely disqualify you from voting!    

​

List of the acceptable forms of photo ID:

  • Texas Driver's License issued by the Texas Department of Public Safety (DPS)

  • Texas Election Identification Certificate issued by DPS

  • Texas Personal Identification Card issued by DPS

  • Texas Handgun License issued by DPS

  • United States Military Identification Card containing the person’s photograph

  • United States Citizenship Certificate containing the person’s photograph

  • United States Passport (book or card)

What happens if I don't have these IDs or my Driver's License/ID is expired? There are additional supplemental items that you can bring to the polling place that you can use. Please visit votetexas.gov for more information and additional requirements.  Also, call our office at 915-600-5040 for questions or issues at the polls.​

Posting Events on our Calendar 

As a 2026 Democratic Primary candidate, you are open to posting any fundraisers or events so others can see.

​EVENT POSTING GUIDELINES

You will create an account on our Mobilize page once you create an event using the link above. You will be able to see who RSVPs, and you will be able to download and communicate with them. Also, every Thursday, Mobilize sends out a weekly email with all events. You must post before 12:00 p.m. each Thursday to ensure that it will go out in time. 

​

There is pre-populated text which we ask you to keep. In the title of the event, please keep "Democratic Candidate Event:" and then enter your event after the colon, and in the body, there is a disclaimer that you are not endorsed by the El Paso County Democratic Party.

 

If you remove those, we will add them back into the body.  We will bar you from posting events if this becomes a repeated issue.
