Voting By Mail Made Simple
Step 1: Fill out the application
In Texas, you need to fill out an application and return it to the El Paso County Elections Department.

Make sure you:

know the address where you need your ballot mailed to

If you're out of town, make sure it's somewhere you can get mail

Make sure to include both your Texas DL or ID number AND your last 4 digits of your social

Include your phone number and email, too in case there is an issue and the Election Department needs to contact you

Remember to sign the application!
Step 2: Send the application back!
The deadline to receive your application is OCTOBER 23rd. HOWEVER! You should mail/send it by October 13th to get it in on time!
You can return the application by:

Note: It is state law that if you either fax or email, you still have to mail the actual paper, and it must be received no later than 4 business days!
Step 3: When you get your ballot
You will get your ballot soon once you submit your application, but if you need to know when it's coming or why it's not there yet, do this:

Call the El Paso County Elections Department at 915-273-3597 to check

Visit the Secretary of State ballot tracker and search with both your ID and the last four digits of your Social Security number
When you get your ballot:

Vote by making your selections

Put your ballot in the white ballot envelope that keeps your vote private

Put the ballot envelope inside the return envelope with purple on it

Sign the return envelope; otherwise, it won't be valid

Make sure to write both your TX DL or ID number and your last 4 digits of your Social Security number so the Elections Department can match your voting record to your ballot.

Put TWO stamps and mail it ASAP. It is NOT a time-stamp deadline.

FAQs
What if my ballot never gets here?

If you're in town:
VOTE REGARDLESS! You can visit any early voting or election day site, and you will be allowed to cast a provisional vote!
(If the election judge does not allow you, call Elections ASAP at 915-273-3597 because you have a right to cast a provisional vote by law).

If you're out of town:
Contact the Elections Department ASAP at 915-273-3597 because they can help.
What if I decide to vote in person instead?
You can still vote!! What you will do: if your ballot has arrived, you will take the UNUSED BALLOT to any early voting or election day voting site and surrender the ballot. Then the judge will trade you a regular ballot.
If you lost it or trashed it, then you should be allowed to cast a provisional vote.
What if it's Monday and I forgot to mail the ballot?!
That's fine. You can either go to your voting center to surrender the ballot to the election judge and vote, or use the curbside drop-off location at the county courthouse at 500 E. San Antonio (it's usually on the Campbell side of the courthouse)
If you decide to drop it off at curbside, YOU must do it! A friend or family member cannot drop it off for you. Also, you MUST bring your ID.
